About the programme
The Strengthening Evidence-Based Policy Practice for Sustainable Food Systems (StEPPFoS) project, funded by Horizon Europe, is excited to announce a one-year mentorship program focused on single-country CGE modelling. This program is designed to support up to four researchers from the Pan-African Network for Economic Analysis of Policies (PANAP) member institutions in conducting their own computable general equilibrium (CGE) analyses using the DEMETRA model. DEMETRA is an open-access, single-country CGE model developed in GAMS by the Joint Research Centre of the European Commission (JRC). Participants will receive guidance and support to enhance their research capabilities and contribute to sustainable food system policies.
Programme Objectives

- Inputs subsidies (fertilizers and seeds),
- Production subsidies
- Food system transformation and adoption of sustainable practices,
- Market price support, Cash transfers
- Public-good investments (irrigation, roads, infrastructure),
- Public expenditure (education, health)
- Fiscal and trade policies.
What the programme offers
A 1-year mentorship by a team of experienced CGE modelling researchers
Funding to travel to the kick-off meeting of the programme in Kigali in June 2025 (organised back-to-back with the GTAP conference)
Participation in a regular (virtual) seminar series with mentors and other mentees
Support to participate in one international scientific conference/workshop to present the research outputs
Apply to theprogramme if:
- Your institution is PANAP member or in the process of becoming a PANAP member
- You are a researcher working on African agri-food systems
- You have some experience in conducting CGE simulations and can conduct an analysis independently
- You will be happy to have a mentor to discuss your modelling choices, research design and analysis as well as deepen your knowledge of the methodology
