PANAP Competency Programme

The PANAP competency development programme offers a clear pathway towards gaining practical competencies and hands-on experience with modelling and data for economy-wide analysis of policies in a developing context. Applications for tutored periods will open end of March 2026

The programme offers two tracks:

1. A CGE track – basic data and single-country computable general equilibrium (CGE) concepts, applied exercises using a simple single-country CGE model coded in GAMS, mastering the DEMETRA model workflow.

2. A data track – database basic concepts, compiling a Social Accounting Matrix (SAM) using different data sources, and linear models using SAMs.

Objectives

  • Gaining a basic understanding of computable general equilibrium (CGE) models and the database to calibrate them.
  • Getting an exposure to and a hands-on experience with running GAMS-based, single-country CGE models.
  • Exploring and interpreting results for informing policy making.
  • For selected trainees, obtaining support for conducting assignments and obtaining advanced competency certifications.

– Tutored periods for selected trainees. Sessions for 2026 to be announced in March 2026

– PANAP certification pathways for data and modelling practitioners.

– An AI chatbot enabling a more interactive engagement (coming soon).

 What you will learn…

Course Modules

The programme is structured into 4 modules. These modules are designed to equip you with the needed skills to analyse and interpret economic policies. Note: Applications for tutored periods will open end of March 2026

Module 1 - Social Accounting Matrices
Introduces the structure and role of SAMs as the core database for economy-wide models. Participants learn how to compile and balance a SAM using national accounts, surveys, and trade data, and how to interpret it for policy analysis.
Module 2 - Introduction to CGE models.
Presents the basic theory and economic logic of computable general equilibrium models, including production, consumption, market equilibrium, and macro closures. Emphasis is placed on their use for analysing development and policy scenarios.
Module 3 - Using a simple single-country CGE model.
Provides hands-on training in running a GAMS-based CGE model. Trainees calibrate the model, design simulations, analyse results (e.g., GDP, sector output, welfare, trade), and draw policy insights.
Module 4 - DEMETRA modelling framework.
Covers the DEMETRA workflow for managing data, running simulations, and visualising results through an integrated platform for real-time, evidence-based policy analysis.
